In Namibia,
accessing the Internet and sending/receiving e-mails is still
predominantly done via dial-up connections to Internet Service Providers
(ISPs), using Telecom's telephone network.
Taking out a subscription with an ISP is necessary for the provision
with
an email account and Internet access against payment of a fixed monthly
fee. The customer receives a specific dial-up number that allows for
connections from a computer to the ISP by modem via a telephone line at a lower rate per
charge unit than those for telephone calls.
The email address and other details of the account then have to be set
up on the customer's computer, under the existing e-mail software, e.g.
Microsoft Outlook or Eudora, and a dial-up connection has to be created
with the specific dial-up number provided by the ISP. While the
customer's computer is connected to the ISP's computer network, i.e. as
long as the connection to the ISP through the telephone line is active,
the customer may send and receive emails and browse the Internet.
Where only one telephone line is in place, this line will be blocked
for phoning and faxing while online.
The ISDN
telephone system available from Telecom Namibia in Windhoek and
other larger towns allows for having a dedicated connection to an
ISP that does not interfere with the use of telephone and fax
facilities. The customer using ISDN therefore has the opportunity
for making and receiving phone calls and fax transmissions while
simultaneously browsing the world-wide web and handling incoming and
outgoing email traffic.
